“Achter de voordeur”: huisbezoeken in de wijkaanpak

Abstract

Neighbourhoods are focus of considerable attention, identified as appropriate sites for innovation in both governance and service design. Persistent social problems exist in some neighbourhoods of Enschede (a town of 160.000 inhabitants in the East of the Netherlands) which do harm the full development of people, their quality of life and public security. In two pilots in two different neighbourhoods, two different types of house calls are tried out as a strategy for neighbourhood regeneration and local service delivery. Goal of these house calls were enforcement and support of people living on the addresses. This article compares the both types of house calls in two neighbourhoods. The main similarity is the personal approach of the visited people living on the addresses. The main difference found is the choice for one of two different types of house calls: at addresses with and/or without a risk profile. The author concludes that there is no “one best way to organize” the house calls in every neighbourhood. The optimal approach depends on the goals of the house calls and the circumstances in the neighbourhood.

In een aantal wijken in Enschede concentreren zich hardnekkige sociaal-maatschappelijke problemen die afbreuk doen aan de ontwikkelingskansen van mensen en aan de leefbaarheid en veiligheid in de wijk. In twee pilots, uitgevoerd in twee wijken, worden een tweetal nieuwe wijkaanpakken uitgeprobeerd. Beide vallen onder de “achter-de-voordeur” aanpak. Doel van deze aanpak is het aanpakken van misstanden en het bieden van ondersteuning. Dit artikel vergelijkt de beide achter-de-voordeur aanpakken. De voornaamste overeenkomst is de persoonlijke benadering van de bewoners die bezocht worden. Het voornaamste verschil is de keuze voor bewoners met en zonder risicoprofiel. De conclusie van het onderzoek luidt dat er geen “one best way to organize” bestaat. De optimale aanpak hangt af van de doelen van het project en van de omstandigheden in de wijk.
