Hulpverleners en hun omgeving. Een kwalitatieve studie naar de rol van de organisatiecultuur

Abstract

The starting point of this article is that social workers exert a certain amount of “discretionary power”. This discretionary power allows workers to interpret the rules of the organisation (Lipsky, 1980; Luyten, 1993; Driessens, 2003). Whereas earlier studies focus on how this discretionary power is used, this article presents the results of a qualitative research on the role of the organisational culture in determining the everyday practises of social workers. 25 social workers and 3 team leaders of three local centres of the Antwerp public centre of social welfare are interviewed. The article describes how these social workers define the activation of their clients and how these definitions are developed within the organisational culture of the three centres. The authors also discuss differences in organisational culture and the impact of these differences on the way clients are guided towards activation. It is shown that the three centres are characterised by a different organisational culture which has an impact on the way social workers deal with the activation of their clients.

Dit artikel vertrekt vanuit het uitgangspunt dat maatschappelijk werkers discretionaire ruimte hebben. Deze discretionaire ruimte maakt het mogelijk om de regels van de organisatie te interpreteren (Lipsky, 1980; Luyten, 1993; Driessens, 2003). Terwijl vroegere studies zich concentreren op de manier waarop deze discretionaire ruimte wordt gebruikt, wordt in dit artikel ingegaan op de invloed van de organisatiecultuur op de dagelijkse praktijken van maatschappelijk werkers. Het artikel presenteert de resultaten van een kwalitatief onderzoek naar verschillen in organisatiecultuur en het effect van deze verschillen op de manier waarop cliënten naar activering worden begeleid. 25 maatschappelijk werkers en 3 teamleaders, verdeeld over drie sociale centra binnen het OCMW van Antwerpen, zijn voor deze studie geïnterviewd. De resultaten laten zien dat de drie onderzochte centra elk door een eigen organisatiecultuur worden gekenmerkt. Deze cultuur heeft invloed op de manier waarop maatschappelijk werkers hun cliënten behandelen en proberen te activeren. Het artikel beschrijft hoe deze invulling van het begrip “activering” tot stand komt en welke verschillen er daarin zijn tussen de drie centra.
